
Jonathan Conrad, President
Jonathan ensures our clients’ visions for the future become reality with a focus on translating the business and technical needs of the client into solutions that can have an immediate and positive impact on their organization. He has been part of the ISF team since 2012 and served as a client partner and as Senior Director of Clients and Solutions, ensuring quality project delivery to our clients in Florida and Texas, prior to returning to Florida in 2018 to begin his tenure as Chief Operating Officer. Jonathan was named President of ISF in Summer 2020.

Kim Wiley, Chief Projects Officer
Kim has been part of the ISF team for over 30 years, providing quality assurance reviews for ISF projects and is adept at project management and business analysis for technical and management consulting projects. Kim has delivered successful solutions to a broad range of clients with an emphasis on state government entities and nonprofits.

Mark Burk, PMP, Client Partner
Mark leads ISF’s management consulting practice based out of ISF’s Tallahassee office as a client partner. For over 20 years, Mark’s focus has been on service delivery excellence. He has been involved in client engagements, focused on cost-saving initiatives or process improvement activities achieved by implementing best-in-class solutions, including lean six sigma, data analytics, financial analysis, and process modelling, software, supply, and value chain mapping.

Aaron Dienger, Client Partner
Aaron Dienger brings a strong history in client service to his role as a client partner with ISF. A lengthy tenure with large multi-national firms has allowed Aaron to grow and serve a geographically diverse set of clients. He has worked with a large number of state agencies throughout his career, and enjoys solving his clients’ toughest challenges with strategy, process, and technology.

Lusio Filiba, Client Partner
Lusio brings 16 years of professional consulting experience to his role as client partner to the State of Texas. His past performance and track record includes risk mitigation program design, vulnerability assessment, and technology services for state and federal government. He has provided services for the nuclear industry, utilities, oil and gas both in the US and internationally, as well as, supported the World Bank’s critical infrastructure program design in Kabul, Afghanistan, the FBOP Emergency Management Response initiatives, forensic mental health security architecture, law enforcement emergency response preparedness, and the DoD. Lusio has provided professional consulting services and designed patented technologies for the United States Capitol Police (USCP) for programs to protect the United States Capitol building, NASA, as well as, the Nation’s energy grid. He looks forward to serving ISF’s clients in Texas, connecting them with cutting-edge solutions to meet today’s challenges.

Brad Harris, Client Partner
Brad Harris has served in a variety of roles with ISF and brings a uniquely detailed understanding of ISF’s strategy, process, and technology project delivery to his client partner role. Brad is experienced in many related fields such as business analysis, requirements analysis, systems analysis, business intelligence, solution development, contract management, and a variety of technologies.

Lawrence Salerno, Client Partner
Lawrence is the client partner for ARRO, ISF’s enterprise-wide, cloud-enabled solution for personnel, equipment, and resource tracking. As a creative, forward-thinking member of the team, he brings a focus on crafting strategies to solve complex problems for our clients, with extensive client service delivery experience in large state government settings. Lawrence serves as a point of contact for all ARRO contracts.

Preston Yutzey, SHRM-CP, Client Partner
As client partner, Preston Yutzey applies his knowledge of working with clients and staff resources to provide executive oversight on ISF projects, ensuring client satisfaction and serving as a single point of contact for the full duration of each project. Preston also manages ISF’s WiredPeople division, providing subject matter experts to a variety of IT, cybersecurity, and public health projects. He brings specific expertise in personnel management, client relationships, recruiting, public sector work, and the judicial field.
