
The Florida Department of Management Services (DMS) was tasked to implement a statewide communications system and to create the Joint Task Force on State Agency Law Enforcement Communications. The Department also oversees the Statewide Law Enforcement Radio System (SLERS), a single, unified digital radio network that meets the radio voice communications needs of state law enforcement officers and other participating agencies throughout the state.
While SLERS had proven to be a reliable communications solution for law enforcement agencies in the state, the existing technology was nearing its end of life. The Department needed to move towards the next generation of SLERS to enhance interoperability bet ween users and address the portable/handheld outdoor coverage needs of the current user population and potential partners.
Language in the 2016 General Appropriations Act directed the Department to conduct a competitive solicitation for procuring a land mobile radio support system based upon a Project 25 Phase II delivery methodology. The new system will provide communication services for state and local public safety agencies. The new system shall provide improved coverage, audio clarity, interoperability, and enhanced system features including GPS location service, text messaging, and central device management.
Due to the cost and complexity of the solicitation for a new SLERS system, DMS sought the services of an objective third party to provide Independent Verification and Validation (IV&V).
ISF provided the following services to the Department:
- Project planning and management
- Consultation and technical expertise to the Department
- Assistance in the evaluation of responses
- Negotiations with procurement respondents
- Consulting with the Joint Task Force on State Agency Law Enforcement Communications as needed
- Quarterly updates on project progress to the chair of the Senate Appropriations Committee, the chair of the House Appropriations Committee, and the Governor’s Office of Policy and Budget
ISF also provided expert oversight throughout the implementation process, ensuring that the commitments made by the vendor during the procurement of the system are honored throughout implementation.
With IV&V consulting services provided by ISF, the Department was able to navigate the procurement process for a new SLERS system and provide updates to the Florida Legislature and the Governor’s Office.
