
ISF provided an evaluation of the capabilities, architectures, systems, strategies, methodologies, and organizational policies and structures of the Commission with goal of identifying an ideal future state and clear action plan for consolidation of systems and processes to move the RRC forward.
Understanding the Railroad Commission of Texas IT Systems
In our work with the Commission, ISF gained insight and knowledge building our understanding of the Commission’s various business processes through hands-on process walkthroughs, work sessions, and in-person onsite observation of inspections processes.
We carried out a thorough exploration of Commission processes in a very detailed, in-depth, and hands-on way, which enabled us to develop an understanding of both the individual processes and the big picture of how they all fit together to help the Commission fulfill its mission. Our work included a detailed assessment of federal regulatory requirements, statutes, rules, and policies that impact processes, data, and reporting requirements.
Project work included intensive data analysis of many aspects of the daily operations of a variety of business units within the Commission, including types of data, where different data types were stored, how data was shared among systems, data formats, and potential points of consolidation for data.
In addition, ISF performed enterprise-wide technical and system reviews, requirements gathering, and data evaluation. This project culminated in the production of process improvement including a unified enterprise inspections process and high-level system design documentation, data models, and data dictionary. Along with identifying areas for potential improvement, ISF assessed the value and impact of our recommendations in collaboration with the client and provided a clear and well-organized implementation strategy.
Additionally, ISF provided a market analysis to determine potential solutions available that meet the new unified business process and system requirements defined and provided recommendations to the RRC. ISF’s recommendations were used by RRC for subsequent IT procurements that enabled the needed velocity and improvements within RRC.
