Jonathan Conrad
Chief Executive Officer
Jonathan ensures our clients’ visions for the future become reality with a focus on translating the business and technical needs of the client into solutions that can have an immediate and positive impact on their organization. He has been part of the ISF team since 2012 and served as a client partner and as Senior Director of Clients and Solutions, ensuring quality project delivery to our clients in Florida and Texas, prior to returning to Florida in 2018 to begin his tenure as Chief Operating Officer. Jonathan was named President of ISF in 2020 and Chief Executive Officer in 2024.
Mark Burk
Chief of Operations
Mark joined ISF in 2016 and in 2019 was appointed as ISF's Senior Director of Clients and Solutions where he played a pivotal role in driving and overseeing business development efforts. In 2023, Mark was promoted to Chief of Operations, overseeing organizational alignment within ISF. With over 30 years of experience specializing in service delivery excellence, Mark has led numerous client engagements, focusing on cost-saving initiatives and process improvement activities. His expertise encompasses implementing best-in-class solutions such as Lean Six Sigma, data analytics, financial analysis, process modeling, software solutions, and supply and value chain mapping across various industry verticals.
Alberto Godoy
Chief Financial Officer
Alberto Godoy serves as Chief Financial Officer at ISF, where he leads the firm’s financial strategy, operational oversight, and long-term growth planning. He brings a disciplined, execution-focused approach to financial leadership, grounded in experience spanning complex organizations and mission-driven environments. His background includes military service, which informs his steady, principled leadership style and focus on accountability, structure, and results. Alberto is known for translating financial insight into practical decision-making - helping teams move faster, smarter, and with confidence.
Monica Corbin
Vice President of Partnerships
Monica Corbin serves as ISF’s Vice President of Partnerships, where she leads the firm’s partnership strategy, driving business development, cultivating strategic alliances, and designing scalable partnership models. With more than two decades of experience across the corporate, nonprofit, and public sectors, Monica navigates and assesses complex ecosystems and partners with executive leaders to develop strategies that successfully accomplish their purpose and execute the organization’s mission. She is an Emmy® award-winning communicator and Certified Maxwell Leadership® speaker and volunteers with the Maxwell Leadership Foundation, supporting values-based leadership development in communities worldwide.
Eric Keck
Director of People and Culture
Eric Keck is a recognized leader in organizational transformation, bringing decades of experience in public-sector leadership, consulting, and change management to complex initiatives nationwide. Known for his strategic insight and people-centered approach, he helps organizations navigate large-scale change, modernize operations, and build leadership capacity. At ISF, he leads enterprise transformation efforts that strengthen performance, culture, and service delivery. He previously served in senior city management roles across Utah, Idaho, and Colorado and held executive consulting leadership positions. An accomplished executive coach and facilitator, Eric holds an MPA from the University of Dayton and a graduate certificate from the University of Notre Dame.
Gareth Cales
Senior Principal - Digital/IT Modernization
Gareth is a Senior Principal and Practice Leader for ISF’s Technology Consulting practice. With more than 20 years of experience across technology leadership, solution architecture, product management, and systems engineering, Gareth advises state and local government clients on data modernization, software engineering, automation, and cloud initiatives. He is known for building and mentoring high-performing technical teams while maintaining a hands-on approach to complex engagements. Gareth brings a pragmatic, outcomes-focused perspective to technology strategy, helping organizations align modern platforms and processes with real-world operational needs.
Matthew Fisher
Senior Principal - Strategy and Operations, Public Managed Services
Matthew helps organizations turn high-complexity public sector challenges into coherent, sustainable solutions. He brings over 20 years of multidisciplinary expertise in state and local government policy development, operations, and strategic initiatives, emphasizing rigorous analysis, evidence-based decision-making, client partnership, and a relentless focus on delivering meaningful results and impact. Prior to joining ISF, Matthew served as Deputy Chief Administrative Officer for the City of Philadelphia, where he provided executive leadership across multiple departments, including Procurement, the Office of Innovation and Technology, Human Resources, the Office of Administrative Review, the Contracts Unit, the Records Department, and the Service Design Studio. and led enterprise-wide transformation initiatives.
Michael Humelsine
Senior Principal - Software Engineering
Michael Humelsine is a Senior Principal and Practice Leader for ISF’s Software Engineering practice, where he advises public sector clients on enterprise technology strategy, large-scale system modernization, and delivery of mission-critical platforms. He leads multidisciplinary teams responsible for designing, building, and sustaining complex statewide systems that must perform reliably at scale. Known for turning complexity into clarity, Michael specializes in architecting solutions that are simple, resilient, and centered on real user value. His leadership approach emphasizes partnership, disciplined engineering, and continuous improvement. With experience spanning analysis, engineering, and executive technical leadership, he is especially passionate about mentoring teams to deliver high-quality solutions with speed, accountability, and precision.
